SPL CEO Neil Doncaster has spoken out on the topic of financial fair play. In a robust statement, he made clear that clubs had to balance their books, and not spend more than they earn. He stated that any club spending more on players than it can afford is automatically gaining a sporting advantage over every other club it competes with.
He made clear the SPL would not turn a blind eye to teams which fail to pay the taxman, their players and other clubs as bills fall due.
He made it clear that all teams would be treated equally, and even-handedly, but that the SPL would not turn away form talking action against clubs who did not comply with the fait play principle. The integrity of the league demanded nothing else.
The SPL needs a big man to deal with the present crisis. They have got a man the size of Hampden Park…

“Crucial to an understanding of financial fair play, is an appreciation of why it is vital that clubs live within their means.
‘Financial fair play’ is a phrase that is often trotted out in football circles. It was one of 11 key values presented by UEFA President Michel Platini to the 2009 UEFA Congress. Its stated aim was to “restore well-being to the European club game”.
But what does ‘financial fair play’ really mean? UEFA’s explanation, in 2010, was that the concept would require clubs to balance their books over the medium term, not spend more than they earn, and operate within their financial means.
This is all seen as important for one key reason: because any club that is spending more on players than they can afford, is automatically gaining a sporting advantage over every other club it competes with. The logic behind the principle is, I think, broadly sound. And it is this same principle that explains the position of the SPL.
To turn a blind eye, to allow clubs to continually fail to make prompt payments as they fall due, would be to allow those clubs to gain an unfair sporting advantage over all those other clubs that pay their players, the taxman and other clubs on time.
The fundamental basis of any football league is that all member clubs are treated equally.
In the meantime, it is vital that the Scottish Premier League continue to treat all member clubs even-handedly.
It may put the SPL in the uncomfortable position of having to rule against member clubs in certain instances.
The integrity of the entire League – and the long-term interests of all 12 member clubs within it – demands that we do just that.
More widely though, it is important that we keep the whole issue of financial fair play firmly in the spotlight. It is vital that we do not shy away from these issues or bury our heads in the sand.
It may be uncomfortable to address these thorny problems head-on. But the long-term health and prosperity of Scottish football demands that we do just that.

I have done a quick Google search for “Neil Doncaster” and “Financial Fair Play”. There are sixteen entries in the last month, but only a couple are actually referring to things written in that period.
As far as I can see Mr Doncaster has not mentioned “financial fair play” publicly for a while.
In addition, one wonders what projections, if any, Sevco Scotland have put to the SFA. The Club Licensing rules, as opposed to the UEFA Licensing rules, do not require projections, although they do require audited and unqualified accounts.
Presumably the SFA has asked for assurances that Rangers will be able to make it through a season?
I am sure in that even Mr Green’s figures are much more optimistic than mine.
He clearly has room in the budget for acquiring international players to fill out his SFL3 roster!

How long will it take for the SFA to realise that sooner or later they will just have to say “These are the conditions of membership on offer. Take them or leave them by tomorrow.” ?
How can the SPL share still be with Oldco? Surely the SPL has the right to demand it’s transfer or if not it’s surrender? If not, what will force D&P to relinquish it? Maybe they’re after a “transfer fee” from Dundee!?
Also, I thought the condition of acceptance into the SFL stipulated membership within 14 days? As I understand it the SFA rules do not contemplate a temporary membership. If playing under a temporary membership are there implications for the players’ insurance etc?
No, they had 14 days to APPLY for membership. The application has been made. It seems that no-one ever considered that an applicant might feel powerful enough to argue the toss over the entry conditions so there is no time limit in the rules for the application process to be completed.
Time is obviously running out until the season starts, but it is now down to the SFA how long they allow the tail to try to wag the dog.

There was quite a range of possible outcomes from all this, but I must admit I didn’t think that temporary membership was one of them. This has to be a joke, right? Ok, let the discussions drag on if you have to but surely then Brechin get a bye? There’s no provision for temporary membership, there’s no SFA member for Brechin to play, they must get a bye. If Brechin play and lose, surely the SFA have just opened the door for every lawyer associated with every club in the Ramsdens Cup? I really didn’t think there was a way to make this more of a mess – I’m clearly just hopelessly naive.
I suspect that the SFA loophole that “allows” temporary membership is the same as the SFL loophole that allowed entry into div1 to be considered. There is no rule says it can be done, but there is no rule that specifically says that it can’t either.

Here’s a couple of questions, following the preposterous “temporary licence” announcement;
How many separate SFA members are currently operating from Ibrox Stadium at this moment? I believe there’s one with an SPL share and a separate one which is an Associate Member of the SFL. Does this set a precedent for other SPL clubs to create “wee” teams to play in the lower senior divisions at the same time that the “big” team is playing in the SPL?
And does the “temporary licence” suggest that Sevco have temporarily satisfied the demand that the details of their financial investors be revealed to the SFA? Does the SFA now temporarily know who is behind Sevco and where the money is coming from?

Sorry .. cant get my head around this. SFA wouldn’t grant full license unless conditions accepted by Sevco – which of course Sevco hadn’t accepted up till today. So now SFA are about to grant temporary license …. So long as Sevco accept the same conditions !

We are pleased to confirm that agreement has been reached on all outstanding points relating to the transfer of the Scottish FA membership between Rangers FC (In Administration), and Sevco Scotland Ltd, who will be the new owners of The Rangers Football Club.
A conditional membership will be issued to Sevco Scotland Ltd today, allowing Sunday’s Ramsdens Cup tie against Brechin City to go ahead.
Following the completion of all legal documentation, the Scottish Premier League will conduct the formal transfer of the league share between RFC (IA) and Dundee FC on no later than Friday 3rd August 2012. At this point, the transfer of Scottish FA membership will be complete.
Key points:
– The Scottish FA has received all necessary information and documentation from Sevco Scotland Ltd, including details of the company structure, shareholders, financial projections and business plan.
– Sevco Scotland Ltd has agreed to accept all conditions relating to RFC (IA)’s charges of bringing the game into disrepute, namely the 12-month transfer embargo, beginning at 0.01a.m on 1st September 2012, and payment of all outstanding fines and costs.
– Sevco Scotland Ltd has agreed to settle all outstanding football debts to other members of the Scottish FA plus clubs under the jurisdiction of other Football Associations.
– The Scottish Premier League and Scottish Football League have reached agreement on the purchase of a package of broadcasting rights which will allow the former to include The Rangers FC matches in contracts with broadcast partners.
– The Scottish Premier League has reserved its position in relation to the on-going investigation into EBTs.
Stewart Regan, Chief Executive of the Scottish FA: “We are pleased for everyone involved in this process, and indeed the whole of Scottish football, that a conclusion has been reached.

ALLY McCOIST has spoken passionately about the incredible saga over Rangers becoming members of the SFA.
The manager is almost at the end of his tether after slamming the handling of the whole situation and criticising the leadership of Scottish football.
He said: He said: “48 hours from now, we are supposed to start the season with a game at Brechin and, as I sit here today, I don’t know exactly what our status in the game is, where our players, that we have, should be registered – and what the future holds for us going into next week.
“It’s a ludicrous situation – and I owe it to our fans – to make my views known on it.
“No one is denying that Rangers were badly mismanaged for 10 months. Nor are we disputing that we should be punished for that. We have been. We accept that punishment and want to start putting the past behind us and move forward.
“But that is not being allowed to happen – and I have to ask myself why?
“In recent days, I have been in a number of meetings with Stewart Regan, Rod Petrie and other senior SFA figures – and despair at the lack of leadership shown.
“In my years in professional football, I have not always agreed with everything the SFA did or said. But, no matter what you thought of their decisions, there was no doubt they ran the game firmly and robustly.
“I can only imagine Ernie Walker looking down on us now and shaking his head in disbelief at the sad state of affairs and the way they have been mishandled.
“As for the SPL, they seem determined to pursue as hostile an agenda as possible towards Rangers.
“They kicked us out of the SPL – which was their right- and we acknowledge that – but that doesn’t seem enough for Neil Doncaster and some of his board.
“Not only as they withholding our SPL prize money for last season – they won’t tell us how much it is but we reckon it to be about £1.3million.
“And having said they don’t want us – they do want a bigger share of the TV money that our presence will bring to the SFL and its clubs. Never mind sporting integrity – where is the moral integrity there?
“And there is no line to be drawn in the sand. Rangers have not been punished enough in their eyes and along with one or two people who have a vested interest within SPL clubs, our right to past titles will be challenged. They want what we and our fans bring, yet seem determined to strip us of every bit of our dignity. It has to stop.
“Sadly, only one Scottish football body has offered us any help or assistance – the SFL and I would like to thank David Longmuir, Jim Ballantyne and 29 of their 30 member clubs for inviting us into the SFL.
“We are grateful for the opportunity. We are looking forward to the challenges ahead, making new friends in the months ahead and having a positive impact on the SFL.
“It is now over five months since Rangers went into administration. It is time to start playing football again – and I am not alone in thinking this.

I have been reading through the Scottish Newspapers and comments posted therein from Rangers/Newco/Sevco/SevcoGers in respect to this article and there appears to a strong momentum to like this to the EBT’s scandal and calling for intervention from the powers that be in the SFA/SPL/EUFA & FIFA (no less), surely not, they are entirely two separate matters or is my knowledge of finance so poor I cannot see the parallel?

PUBLISHED: 20:16 GMT, 2 June 2012} Wealthy investors who lost cash in tax schemes used by footballers and rugby union stars have lost their claim for £100million in damages against the planners. Hundreds of people – including ex-England goalkeeper Paul Robinson, former World Cup-winning England rugby union stars Joe Worsley and Jason Leonard as well as Celtic manager Neil Lennon – put money into technology investment schemes between 2002 and 2004. Innovator One designed the plans so that if investors put in £20,000, they could get back £40,000 in tax relief immediately as a result of the partnerships they joined paying large sums for technology using loans from the bank. But the taxman decided that since the loan money went round in a circle, being put on deposit with the bank that had originally made the loan, investors were eligible only for relief on the sums they had actually contributed. Aggrieved investors were even more angry after the schemes’ architect Bjorn Stiedl was jailed for an unrelated fraud in 2004. The investors sued the marketers, lawyers and other professionals behind the schemes, but the High Court ruled that their claims – that the plans were fraudulent and had been poorly put together – did not stand up. Mr Justice Hamblen said: ‘Although the claimants were understandably aggrieved to lose their cash contributions and receive back only limited tax relief, there are obvious risks in going into aggressive tax schemes which offer the prospect of almost immediately doubling your money.’ Not all of the celebrities took part in the action at the High Court. Only Lennon, who put in £200,000 to two of the schemes, and Worsley, who put in £50,000 to one of the plans, were named in court documents as claimants.
I can’t believe the way this has been handled today. I didn’t exactly have high hopes of an morally correct outcome but this defies belief. Thais has to be corrupt.

I thought when I saw the headline – who the hell is that? Read down and all was revealed: It was Stafford Rangers 🙂
He really doesn’t get it does he – mismanaged for 10 months !!. More like 10 years. I think we’ve found out why he gets so angry if he thinks that pre Whyte every thing was rosy in the garden and only after that did it all go t*ts up. Unbeleiveable rant, but you wonder if the SFA are just too knackered now to oick it up.
Just looking at the latest comments from Green and it’s amazing how quickly he has adopted words to suit the lowest common denominator in the SevGers support.
He said: “And the chief executive has urged fans at large to refer to the club as Rangers, rather than the name of the company running it.
“I think everyone knows that it’s Rangers that are playing at Ibrox whether its owned by company A or company B,” he added.
“Our main rivals – or our former main rivals – across the city [Celtic] have had three different companies in their lifespan.
“In fact if you look at their corporate structure now it’s more complicated than Rangers’ is.
“So it’s not about an individual or a corporate company with a registration number. This is Rangers and will always be Rangers.”
He has also stated that there will be no redundancies at Ibrox as long as the fans support the club. I suppose he means buy season tickets so why not just say so or does he not want to address the bitter division in the Ibrox support who really do think that it matters whether it is Club A or Club B that owns the club.
That grouping also happen to think it is important to know the shareholders who actually own the club and some even seem to think that virtually every one of the new club directors had no previous connection with Ibrox just a few short weeks ago.
On the redundancy front I am delighted to hear the assurance of No Redundancy that you have given today but as par for the course with many of your statements I am drawn back to an earlier one on 17th July when you announced: ‘“I addressed staff today and there will be job losses.’
I would suggest Mr Green that you pay attention to the problems you have within your club and support and leave Celtic fans and their board to deal with the very different problems that success brings. As someone who has listened to your contradictory statements Mr Green and how you operate let me tell you: You ain’t no Fergus McCann!
Oh and I should have mentioned that clubs that have been around for 124 years usually do have more company name changes than one that has been around for a few weeks but you have already had a few already or have you forgotten that? We will see how many you have in the coming weeks until finito time is reached

His statement also included the classic sentence “We’ll make a lot of friends along the way I’m sure and while our former friends have the difficulties they are going to face, Rangers and the fans will have an enjoyable few years walking through the divisions.” I think that one word “walking” sums up so much that has been wrong with some aspects of the Rangers culture historically and, as you say, Green seems to have caught it pretty comprehensively… McCoist himself would have been proud of that one.

It’s quite amazing the way he is picking up the objectionable Ibrox culture and making appropriate mouth music. If he’s not careful he won’t be the first ‘foreigner’ to end up in quicksand by dabbling in something that he can never understand and the biggest dangers will present from factionalism on his own side. Perhaps he is only reading one section of the Darkside blogs and isn’t actually aware of the emotions raging in some of the Ibrox support.
In times like this I always go back to my old granny’s wise words and one phrase comes to mind: ‘He’s throwing money aboot like a man wi nae erms.’ I don’t mind admitting this but it took me a helluva lot of years before I worked that one out 🙂
Still I wonder if the SevGer investors will have a pleasant time over the next few years especially with the insatiable demands for extra cash to pay for a world beating squad to reclaim the faithfull’s rightful place in the newco World Order 🙂
financial fair play … um … acquire a stadium that can hold 50,000 people and the expectation of acquiring players worth GBP 15m plus (which of course didn’t happen!) plus the Rangers FC brand, payments outstanding etc all for the rockbottom price of GBP5.5m. Where is the financial fair play in that ?
Glasgow Rangers are financially bankrupt but Sevco Rangers are morally bankrupt.
